國(guó)防部：航行不是“橫行” 自由不能妄為
Ministry of National Defense: Freedom of Navigation does not Mean Willful Trespassing
5月30日下午，國(guó)防部舉行例行記者會(huì)，國(guó)防部新聞局局長(zhǎng)、國(guó)防部新聞發(fā)言人吳謙大校答記者問。
記者：美國(guó)防部近日發(fā)布2023財(cái)年“航行自由”報(bào)告，從2022年10月1日至2023年9月30日，美方共挑戰(zhàn)包括中國(guó)在內(nèi)的17個(gè)國(guó)家或地區(qū)的29項(xiàng)“過度海洋主張”。請(qǐng)問對(duì)此有何評(píng)論？
Question: The US Department of Defense recently released its Freedom of Navigation Report for Fiscal Year 2023. According to the report, during the period from October 1, 2022, through September 30, 2023, US forces operationally challenged 29 different “excessive maritime claims” advanced by 17 different countries and regions including China. What’s your comment on this?
吳謙：美方所謂“航行自由”是個(gè)偽命題。舉個(gè)例子，南海是世界上航行最自由、最安全的海域之一，美方卻一再拿“航行自由”說(shuō)事，這是毫無(wú)道理的，其目的不過是借此插手地區(qū)事務(wù)、維護(hù)美霸權(quán)而已。中方一貫尊重各國(guó)依據(jù)包括《聯(lián)合國(guó)海洋法公約》在內(nèi)的國(guó)際法享有的航行和飛越自由，但航行不是“橫行”，自由不能妄為。我們堅(jiān)決反對(duì)“橫行自由”，堅(jiān)決反對(duì)任何國(guó)家以“航行自由”為名進(jìn)行侵權(quán)挑釁，損害沿岸國(guó)主權(quán)和安全，危害地區(qū)和平與穩(wěn)定。
Wu Qian: The so-called “freedom of navigation” is a false narrative. Take the South China Sea as an example, it is untenable for the US to make an issue of “freedom of navigation” when the South China Sea is one of the world’s freest and safest waters for navigation. The true purpose of the US is to use it as an excuse for meddling in regional affairs and maintaining its own hegemony. The Chinese side always respects the freedom of navigation and overflight entitled to countries under international law including the United Nations Convention on the Law of the Sea (UNCLOS). However, there is a huge difference between navigation and trespassing and between freedom and willfulness. We firmly stand against “willful trespassing” and oppose any country conducting unlawful provocations in the name of “freedom of navigation” to harm the sovereignty and security of coastal countries and undermine regional peace and stability.
遇到問題，不溝通不交流，單方面硬干蠻干，這是美方的一個(gè)老毛病了，現(xiàn)在確實(shí)有必要改一改了。我們要求美方切實(shí)尊重地區(qū)國(guó)家主權(quán)和安全，不要一意孤行、興風(fēng)作浪。中國(guó)軍隊(duì)將采取堅(jiān)決措施，堅(jiān)定捍衛(wèi)國(guó)家主權(quán)和安全，堅(jiān)定維護(hù)地區(qū)和平穩(wěn)定。
The US liked to choose aggressive and reckless actions over communication when problems occur, and they do need to change this old habit now. We ask the US side to earnestly respect the sovereignty and security of regional countries, and stop provoking troubles and walking down the wrong path. The PLA will take resolute measures to firmly safeguard our national sovereignty and security and maintain regional peace and stability.
