Ministry of National Defense: US Invoking UNCLOS Reveals its Hegemonic Nature
5月17日下午，國(guó)防部新聞局副局長(zhǎng)、國(guó)防部新聞發(fā)言人張曉剛大校就近期涉軍問(wèn)題發(fā)布消息。
記者：據(jù)報(bào)道，美國(guó)“哈爾西”號(hào)導(dǎo)彈驅(qū)逐艦近日過(guò)航臺(tái)灣海峽，沖闖中國(guó)西沙領(lǐng)海，聲稱(chēng)根據(jù)《聯(lián)合國(guó)海洋法公約》在西沙劃設(shè)直線基線是非法的，美將在國(guó)際法允許的任何地方航行、飛行和開(kāi)展行動(dòng)。請(qǐng)問(wèn)對(duì)此有何評(píng)論？
Question: It’s reported that the guided-missile destroyer USS Halsey recently sailed through the Taiwan Strait and trespassed into the territorial sea of China’s Xisha Qundao. The US side claimed that “it’s unlawful to draw straight baselines around” Xisha Qundao according to the UN Convention on the Law of the Sea (UNCLOS) and it “will fly, sail and operate wherever international law allows”. What’s your comment on that, please?
張曉剛：關(guān)于美艦過(guò)航臺(tái)灣海峽，擅闖西沙內(nèi)水、領(lǐng)海并公開(kāi)炒作，我們對(duì)此強(qiáng)烈不滿、堅(jiān)決反對(duì)，已向美方提出嚴(yán)正交涉，東部戰(zhàn)區(qū)、南部戰(zhàn)區(qū)新聞發(fā)言人也作了回應(yīng)。
Zhang Xiaogang: The US military vessel sailed through the Taiwan Strait, trespassed into the territorial sea and internal waters of China’s Xisha Qundao and hyped up the action. The Chinese side strongly deplores and firmly opposes that and has lodged solemn representations with the US side. The spokespersons of the PLA Eastern Theater Command and Southern Theater Command also responded to this move.
在當(dāng)前臺(tái)海局勢(shì)下，美方蓄意挑釁滋事，威脅中國(guó)主權(quán)安全，向“臺(tái)獨(dú)”勢(shì)力傳遞錯(cuò)誤信號(hào)，破壞地區(qū)和平穩(wěn)定。西沙群島是中國(guó)固有領(lǐng)土，中國(guó)政府早在1996年就公布了西沙群島的領(lǐng)?；€，有關(guān)做法符合國(guó)際法和國(guó)際實(shí)踐。美方不是《聯(lián)合國(guó)海洋法公約》締約國(guó)，卻一再拿《公約》說(shuō)事，甚至派遣軍艦擅闖西沙內(nèi)水、領(lǐng)海，是侵犯中國(guó)主權(quán)、威脅中國(guó)國(guó)家安全、危害地區(qū)和平穩(wěn)定的挑釁行動(dòng)，是典型的霸權(quán)霸道行為。美方上述錯(cuò)誤行徑不利于維持中美兩國(guó)兩軍關(guān)系止跌企穩(wěn)的態(tài)勢(shì)。中國(guó)人民解放軍時(shí)刻保持高度戒備，堅(jiān)決反制任何侵權(quán)挑釁行徑，堅(jiān)決維護(hù)國(guó)家主權(quán)和領(lǐng)土完整。
In the current cross-Strait situation, deliberate provocations by the US side pose a threat to China’s sovereignty and security, send wrong signals to the “Taiwan independence” separatist forces and damage regional peace and stability. Xisha Qundao is China’s inherent territory. The Chinese government released the baselines of the territorial sea of Xisha Qundao as early as in 1996. What we did was in line with international law and practices.The US side is not a State Party to UNCLOS, but it kept invoking the Convention to make an issue of it, and even sent military vessels to intrude into the territorial sea and internal waters of Xisha Qundao. Such provocative moves violated China’s sovereignty, threatened our national security and undermined regional peace and stability. They are typical behaviors of hegemony.The US wrongdoings are not conducive to maintaining the momentum of stabilization of China-US state-to-state and mil-to-mil relations from further deterioration. The PLA will stay on high alert, take resolute countermeasures against any infringement and provocations, and firmly safeguard our national sovereignty and territorial integrity.
